Introduction: Leveraging David Barfield’s training and 35 years of experience in Kansas water resources, Kansas water law, and solutions development, Kansas Water Resources Consulting (KWRC) assists water users, municipalities, and groundwater management districts in meeting their water resources needs and fostering the prudent use of Kansas’ water resources. 

KWRC’s currently focuses on water right consulting for municipal, irrigation and investment clients and assisting groundwater management districts in water conservation, particularly in the development and implementation of Local Enhanced Management Areas (LEMAs)

Clients include irrigators, municipalities, groundwater management districts, and an investment firm. KWRC is also currently sub-consulting with two consulting firms serving municipal clients.  

Typical projects include:

  • assisting municipalities in evaluating the sufficiency of their existing water rights and identifying best solutions to meet future needs,
  • assisting water right holders to making changes to their water rights,
  • helping water right holders understand the terms and condition of their water rights,
  • assisting an out-of-state investment firm understand Kansas water law and to assess the value of a large tract of water rights for sale, and
  • assisting a groundwater management district in preparing testimony for hearings its first LEMA and to evaluate allocation alternatives for additional LEMAs in the District.
