Groundwater Management Districts

Introduction – In addition to the over-arching authority of DWR’s Chief Engineer related to water rights and their administration, state law allows for the creation of “Groundwater Management Districts,” to address groundwater declines and other challenges, providing them with powers to carry out that mission within their boundaries, consistent with state law and policies.

The page below provides an overview of GMD’s purpose, powers, and actions, followed by a few specifics on each of the state’s five GMDs, with links to a separate page for each GMD with more information on their current priorities and management action.
